The video uses H.264, the format every phone, browser and social app plays. Each frame keeps its own timing, so the video plays at the same speed as the GIF. A video stores colours far more efficiently than a GIF, so it usually comes out several times smaller, though very sharp pixel art can look a little softer.
Which browsers can do this?
Making the video uses your browser's built-in video encoder: Chrome, Edge and Safari have one for H.264, and so does Firefox on most systems. Where a browser can't make H.264, it makes the MP4 with VP9 instead, which plays in browsers and on most phones but may not be accepted by every app.
